What is the difference between skill games and slot machines?

Skill games require player interaction and decision-making that directly affects the outcome. Players must demonstrate skill to win. Slot machines, by contrast, produce purely random results. This legal distinction is why Pennsylvania's Commonwealth Court ruled skill games are not gambling devices.

Do I need a special license to operate skill games?

No. Unlike slot machines or video gaming terminals, skill games do not currently require a state gaming license in Pennsylvania. Your existing business license is sufficient. Skill games can be placed in bars, restaurants, convenience stores, game rooms, laundromats, and other establishments. Note that legislation is being considered that may introduce a licensing framework in the future.

What is the Pennsylvania Supreme Court skill games case?

The Pennsylvania Supreme Court heard oral arguments in November 2025 on whether skill games should be classified as gambling devices. The Commonwealth Court previously ruled unanimously that they are legal. A ruling is expected in 2026. Skill games remain fully legal and operational while the case is pending.

A revenue share agreement means we place and maintain the machines at your location for free. Revenue generated by the machines is split between you and us on a weekly basis. Typical splits give the location 35-50% of net revenue depending on volume and location type. There are no long lock-in contracts.

Can I buy skill game machines outright?

Yes. JVL machines are available for direct purchase. When you own the machines, you keep 100% of the revenue. We can also provide ongoing service and maintenance plans for purchased machines. Contact us for current pricing and availability.

What is the upfront cost?

With our revenue share program, there is zero upfront cost. We provide, install, and maintain the machines at no charge. You provide the space and electricity. Revenue is split weekly, with locations typically receiving 35-50% of net revenue.

Each brand offers different game styles and cabinet form factors.

How long does installation take?

Once approved, installation typically takes place within 10 business days. The process includes a site evaluation, determining optimal machine placement, delivery, installation, and staff training. Machines are ready to generate revenue immediately after setup.

Who handles maintenance and repairs?

For revenue share placements, we handle all maintenance, repairs, and technical support at no additional cost. If a machine goes down, our technicians respond quickly to minimize downtime and lost revenue. For purchased machines, optional service plans are available.
